Harold E. (Hal) Rogers, Jr.Harold Edward Rogers, Jr. passed away March 12, 2017 after a long battle with Parkinson’s disease. He was born November 12, 1930 in Chowchilla, California from a pioneering family. He was the son of Mary Graham Rogers and Harold E. Rogers.He earned a history degree from Stanford University, graduating Phi Beta Kappa. He also graduated from the Stanford Law School in 1955.Hal was married to his Stanford sweetheart, Barbara Barrows, for over 60 years. Barbara and Hal raised their four children, Harold E. (Bud) Rogers III, Diane E. Rogers, George B. Rogers, and Suzanne Rogers Bainbridge in Hillsborough. Their spouses are Peggy L. Rogers, Regine Rogers, and Dr. Phillip Bainbridge (deceased). The family includes 13 grandchildren, and 1 great grandson. Hal’s three sisters are Libby Carman, Marianne Langer (deceased) and Kathleen Cohen (deceased) and their spouses, and numerous nieces and nephews.Following military service in Italy as a First Lieutenant in the Army JAGC Corps, Mr. Rogers returned to San Francisco and founded a law firm specializing in public finance and litigation. He thereafter founded regional finance practices for two nationally recognized law firms.In the meantime, Mr. Rogers continued his career in writing which began in the Stanford Law Review. This was followed by articles published on military law and books on California Water Law. Mr. Rogers was a lecturer at the Stanford Law and Business Schools. He was a member of trade delegations to Russia and China. Mr. Rogers’ books on Russia have been translated in Russian and hand delivered to Premier Michael Gorbachev by Mr. Rogers in Moscow. Mr. Rogers’ books include: History of Democracy from the Middle East to Western Civilizations and Democracy in Russia Today.Mr. Rogers was a Deacon and Elder of the First Presbyterian Church of Burlingame and a member of the Saturday morning Men’s group. He was a member of the Commonwealth Club of San Francisco, the Burlingame Country Club, the Golden Gravel Law Society at Stanford, supported the Boy Scouts and many other community and civil groups. Harold experienced numerous world travel trips with his family and enjoyed tennis, golf and skiing. He was well known as a gentlemen, attentive listener and was of even temperament. Hal received loving care from the staff of Mills Estate Villa and personal assistant Connie Barros.Service for Mr. Rogers are under the direction of the First Presbyterian Church of Burlingame with interment at Skylawn Memorial Park.
